Early Life and Education

    Vitalii Barvinenko was born on June 3, 1981, in the city of Bilhorod-Dnistrovskyi, Odesa region.

    In 2003, he graduated from Mechnikov Odesa National University, Faculty of International Economics.
  • 2013–2014
    Later, he continued his studies in "Administrative Management" at the Academy of Municipal Administration (2013–2014).

    In January 2014, he earned a Candidate of Sciences degree in Public Administration.
  • 2016
    In 2016, he received a Master's degree in Public Administration with honors from the National Academy of Public Administration.
  • 2024
    In 2024, Vitalii Barvinenko defended his doctoral dissertation in Law, focused on the administrative-legal structure of local self-government in Ukraine.

Political Career

  • 2007
    In 2007, he was elected as a Member of the Parliament of Ukraine.
  • 2012
    In 2012, he was re-elected to the Verkhovna Rada, winning in single-mandate district No. 141 in the Odesa region.
  • 2014
    In 2014, he again won in single-mandate district No. 141 in the Odesa region.

Parliamentary Activity

  • During his parliamentary career, Vitalii Barvinenko submitted a number of legislative initiatives, including amendments to the Labor Code and the Criminal Code of Ukraine, related to labor disputes and combating smuggling. His initiatives also included laws on social protection for former law enforcement officers and their family members.
  • 2013
    In 2013, he organized the First Conference of Danube Region Parliamentarians in the city of Ulm (Germany), promoting cooperation between representatives of 14 Danube countries.
  • He participated in the work of parliamentary delegations and groups, including the Permanent Delegation to the Parliamentary Assembly "Euronest" and interparliamentary relations groups with Bulgaria, Czech Republic, Hungary, Romania, France, and Greece.

Odesa District Council

  • 2020
    On December 15, 2020, Vitalii Barvinenko was elected the first head of the Odesa District Council.
  • Under his leadership, the Odesa District joined the European Association for Local Democracy (ALDA) and the Assembly of European Regions to strengthen international cooperation and implement European governance practices.
  • 2022
    In 2022, the Council's work was recognized at the Congress of Local and Regional Authorities of the Council of Europe for its contribution to the development of local democracy.
  • 2023
    In September 2023, Vitalii Barvinenko was elected Vice President of the Ukrainian Association of District and Regional Councils, where he represents Ukraine at the international level.
  • In November 2023, the Odesa District Council opened a local ALDA office in Odesa to support regional recovery projects involving EU partners.
