Eurowind Starts Construction of a €175 Million Solar Park in Romania

Danish company Eurowind Energy is set to begin construction in the coming weeks of a major photovoltaic park in Vișina, Dâmbovița County, which will become the company’s largest solar project. The plant will have an installed capacity of 220 MW, with total investment estimated at approximately €174.8 million.

The start of construction was announced by Adrian Dobre, Head of Eurowind Energy Romania, during the Green Energy Conference. The project will also include a 110 MW battery energy storage system, effectively transforming the future facility into a major hybrid energy project.

The solar park will cover approximately 354 hectares. More than 400,000 photovoltaic panels are expected to be installed. Annual electricity generation is projected at around 400 GWh, which, according to company estimates, would be sufficient to supply electricity to approximately 150,000 households.

The Vișina project is part of Eurowind Energy’s much broader investment programme in Romania. The company plans to increase its portfolio in the country to 1 GW by 2030 and estimates total future investments at around €1 billion. Romania is among the group’s four key markets, alongside Denmark, Germany and Poland.

According to Eurowind representatives, approximately €300–400 million could be directed annually to projects in Romania. The company already operates around 184 MW of capacity in the country, including storage systems, while developing a multi-gigawatt pipeline of new projects.

Eurowind’s existing Romanian assets include the 48 MW Pecineaga wind farm and the Teiuș solar park, which is complemented by a battery storage system. At the same time, the company’s strategy is increasingly shifting away from developing standalone solar or wind facilities towards hybrid generation and the integration of energy storage systems.

Comment by the Institute of Danube Research

The Vișina project is significant not only because of its 220 MW of solar capacity, but especially because this generation will be combined with 110 MW of battery storage.

This component clearly demonstrates a shift in the logic of renewable energy development in Romania. During the first stage of the energy transition, the key indicator was the increase in installed solar and wind capacity. Today, the central issue is increasingly the ability of the energy system to manage this generation efficiently.

Solar power plants reach peak output at times that do not always correspond with peak electricity demand. Battery storage makes it possible to shift part of the electricity generated during daylight hours to other periods, reduce peak pressure on the grid, and limit the need for curtailment when renewable production exceeds immediate demand.

Energy storage systems are therefore gradually moving from being an auxiliary technology to becoming one of the central elements of the emerging energy architecture.

This is particularly important for Romania, where solar and wind capacity is expanding rapidly. The larger the share of renewable energy becomes, the more important storage, grid modernisation, cross-border interconnectors and flexible generation will be.

For the wider Black Sea and Danube region, this trend also has a cross-border dimension. Greater internal flexibility of Romania’s power system can potentially improve its ability to balance electricity flows and support neighbouring markets, including Moldova and Ukraine.

In the assessment of the Institute of Danube Research, the next stage of the energy transition will be defined less by the question of “how many megawatts of renewable capacity have been built” and more by the ability of energy systems to store, transmit and use the electricity produced exactly when it is most needed. The Eurowind project in Vișina is a clear illustration of this shift.
