Izmail Develops a Blue Growth Strategy and a New Education and Research Cluster

On 31 July, Izmail State University of Humanities hosted the event “Common Maritime Agenda: Institutional Achievements and Further Steps at the National Level”, organised in cooperation with the European Commission and coordinated by the Ministry of Education and Science of Ukraine.

The meeting brought together representatives of public authorities, research institutions, maritime institutes, universities, professional colleges, and vocational education establishments. The central topic was the development of a joint strategy for Ukraine’s Danube region within the framework of the Common Maritime Agenda for the Black Sea and the European approach to Blue Growth.

The initiatives discussed envisage attracting financial and expert support from the European Union for the environmental restoration of the Black Sea and the Danube Delta, port modernisation, development of coastal communities, eco-tourism, maritime security, and the integration of the region into European transport corridors.

One of the practical outcomes of the meeting was the decision to establish an educational centre for advancing cross-border cooperation at Izmail State University of Humanities. Work has also begun on a roadmap for creating an education and research cluster that will unite local educational and research institutions to train a new generation of specialists.

Comment by the Institute of Danube Research

The Institute of Danube Research notes that the creation of such a cluster could become an important institutional step in the development of Ukraine’s Danube region.

“The region needs not only new investment, but also its own system for professional training, scientific expertise, and support for cross-border projects. Combining education, research, the port sector, environmental policy, and EU instruments can create a new development model for the Danube region. It is essential that this initiative receive a clear roadmap, establish partnerships with local communities, and be integrated into actual European Union funding programmes,” the Institute emphasised.

Izmail is gradually strengthening its role as a regional centre of education, research, and European cross-border cooperation, which is of strategic importance for the post-war recovery of southern Odesa Region.
