EUBAP to Replace EUBAM in Moldova

The European Union will launch a new border-assistance initiative in Moldova, the EU Border Assistance Project (EUBAP), which will replace and build upon the long-running EUBAM mission, Logos Press reports.

Minister of Finance Andrian Gavrilița met with the Head of the International Organization for Migration Mission in Moldova, Esther Ruiz De Azua, to discuss the project’s preparation. According to the Ministry, the meeting reviewed EUBAP’s priorities in the context of Moldova’s regional security environment and progress on EU accession.

The discussions emphasized that EUBAP will focus on investments in technology, digitalization, infrastructure, and mobility, complementing the training and technical expertise previously provided to the country. The Minister highlighted that such support is essential for developing modern and secure solutions benefiting both citizens and the business community, while strengthening border security.

The parties addressed the need to ensure interoperability of all Customs Service IT platforms, alignment of customs procedures with EU standards, and Moldova’s requirements for technical and institutional assistance to accelerate modernization. Further consultations will define the main areas of cooperation.

Background:
EUBAM Moldova–Ukraine was launched in 2005 at the request of both countries’ presidents. Its mission includes strengthening border management in line with EU norms, combating smuggling and illegal migration, and facilitating confidence-building measures between Chișinău and Tiraspol.

The transition from EUBAM to EUBAP marks a strategic shift toward deeper modernization of Moldova’s border and customs systems amid its EU accession process. For the Danube–Black Sea region, the new project is particularly significant: enhanced digitalization and interoperability of Moldovan customs infrastructure will improve logistics flows across the Reni–Giurgiulești–Galați corridor. This strengthens regional transport security, reduces risks of illicit activities, and supports the creation of a more predictable environment for trade and transit. Moreover, EUBAP may reinforce confidence-building mechanisms in the Transnistrian settlement, contributing to broader regional stability.
