New Reporting Requirements Introduced for Beer Producers in Moldova

Beer producers and manufacturers of beer-based beverages in Moldova are required to submit an annual declaration by 15 January, detailing production volumes, wholesale sales and the range of products manufactured. The information was confirmed by National Food Safety Agency (ANSA), as reported by Logos Press.
The new requirements entered into force on 1 January 2026. The declaration must reflect the situation as of 31 December of the previous year, including:
- total volumes of beer and beer-based beverages produced;
- quantities sold on the wholesale market;
- types and varieties of beer produced.
Failure to meet the reporting deadline may result in administrative penalties. The obligation to submit annual declarations on beer production and turnover was approved by the Moldovan government in April 2025 and became mandatory at the beginning of 2026.
ANSA also reminds companies involved in the production and circulation of ethyl alcohol and alcoholic beverages that, under existing regulations, they must submit a Declaration on the production and circulation of ethyl alcohol, plant-based distillates and alcoholic products.

The introduction of mandatory annual reporting for Moldova’s beer industry reflects a broader trend toward tighter regulatory oversight and alignment with European practices in alcohol market governance. While enhanced transparency can reduce the shadow economy and improve fiscal and statistical monitoring, it also increases administrative burdens, particularly for small and medium-sized breweries. This highlights the importance of digital reporting tools and regulatory guidance to ensure proportional and effective implementation.
