On 9 June, the International Forum “Border Security — Institutional Development for Future Challenges” was held in Ungheni. The event focused on strengthening regional cooperation in border management and security.
The forum brought together representatives of the authorities of the Republic of Moldova, Ukraine, Romania, Lithuania and Latvia, as well as international partners and experts. It provided a platform for discussing new risks emerging in the region amid the ongoing war, hybrid threats and cross-border crime.
Minister of Internal Affairs of the Republic of Moldova Daniella Misail-Nichitin emphasised that border security today is not limited to physical control at border crossing points. It also involves the ability of state institutions to identify risks in a timely manner, exchange information effectively, cooperate with European structures and protect citizens.
According to the Minister, the development of border management capacity requires not only stronger staffing, but also the extensive use of modern technologies, interoperable information systems, rapid data exchange and more effective processing of passenger information.
During three panel discussions, the participants addressed the security situation in Eastern Europe, the efficient use of border security resources and the continuous professional training of border service personnel.
The programme also included tactical exercises and a visit to the Ungheni Border Police Sector. Participants had the opportunity to observe practical mechanisms for ensuring border security and responding to potential risks.
Particular attention was paid to the need to deepen cooperation between states, strengthen engagement with European institutions and develop a coordinated approach to border management.
For the Republic of Moldova, strengthening border security is an important component of European integration and of consolidating the country’s role as a responsible partner on Europe’s eastern border.
Comment by the Institute OF Danube Research
According to experts of the Institute OF Danube Research, border security should be considered in direct connection with the development of transport infrastructure and cross-border cooperation.
“For Ukraine, Moldova and Romania, the border must be both secure and functional. This concerns not only protection against external threats, but also the ability of states to ensure the stable movement of people, goods and humanitarian flows.
The development of new bridges, road routes and logistics terminals must be accompanied by the modernisation of border infrastructure, the digitalisation of procedures and the rapid exchange of information between the competent authorities,” the Institute noted.
In the current environment, border security is becoming an important element of the resilience of the entire region. Ukraine, Moldova and Romania should therefore strengthen coordination and jointly develop a modern system for managing cross-border flows.
