Trilateral Chamber of Commerce to coordinate Ukraine’s recovery

Moldova, Romania, and Ukraine are initiating the establishment of a Trilateral Chamber of Commerce and Industry (CCI) aimed at facilitating access to European funding instruments for Ukraine’s post-war recovery projects. Given the long-term and complex nature of reconstruction after the end of the war, the initiative is designed to ensure regional coordination, clear rules of engagement, and the effective functioning of joint institutional mechanisms.

The Trilateral CCI is intended to strengthen economic cooperation among the three countries and to serve as a key institutional bridge between political vision and economic implementation. Through a shared platform, companies from Moldova, Romania, Ukraine, and EU Member States will be able to form public–private partnerships and cross-border consortia focused on rebuilding infrastructure, revitalising the economy, and supporting Ukrainian communities affected by the war.

The initiative has already received support from more than 250 institutions and organisations across the three countries and has been incorporated into a strategic document of the Alliance of Members of the European Parliament from Eastern Europe on Ukraine’s recovery. The proposal was originally put forward by the Institute for Development and Project Expertise of Moldova during a conference held on 4 June 2025 at the European Parliament, marking its transition from a political intention to a practical regional instrument.

IDR commentary.
The creation of the Trilateral Chamber of Commerce represents an important step toward building a sustainable regional architecture for Ukraine’s recovery. For the Danube area, this initiative is particularly significant as it links European integration objectives with cross-border economic cooperation and regional value chains. Institutional coordination between Ukraine, Moldova, and Romania enables a shift from fragmented projects toward a systemic recovery model in which infrastructure, business, and local communities are treated as interconnected pillars of regional stability and long-term development.
