Constanța generates 4.07% of Romania’s GDP, yet coastal potential remains underused

Recent county-level estimates place Constanța 5th nationwide, contributing 4.07% to national GDP (around RON 82.8 bn). This is notable given the county’s unique access to the Black Sea and its strategic port infrastructure.

The county’s core asset is the Port of Constanța, Romania’s largest seaport. In 2024, the port handled 77.53 million tonnes of cargo (down from 92.7 million tonnes in 2023) and is implementing EU-supported modernisation projects under the 2021–2027 programming framework. It also accounted for about 96.7% of Romania’s maritime port throughput in 2024 (based on reporting citing national statistics).

Despite these strengths, Constanța’s economic profile remains concentrated in traditional sectors (tourism, trade, maritime transport), with pronounced seasonality and limited diversification into higher value-added activities compared to faster-transforming counties such as Cluj and Timiș.

The key challenge is converting port and coastline advantages into value chains—industrial logistics, processing, advanced services, innovation in the blue economy, and workforce development. International analytical work highlights the importance of connectivity, investment frameworks and human capital for Constanța’s competitiveness beyond pure transit functions. A targeted upgrade of hinterland links and alignment with EU transport networks (including TEN-T nodes where Constanța is listed as a maritime node) can unlock stronger, more stable GDP effects.
