Ratification of the Grant Agreement with Italy: An Investment in Water Resilience of Southern Odesa Region

The President of Ukraine has officially ratified a grant agreement with the Government of the Italian Republic, enabling the attraction of €6 million in non-repayable funding for the modernization of irrigation infrastructure in the southern part of Odesa region. The project предусматриes the reconstruction of the Tatarbunary and Kiliia irrigation systems, which are strategically important for agricultural production in the risk-prone farming zone of the Lower Danube area.

This agreement marks the first international grant in the field of hydraulic land reclamation during the ongoing reform of the sector. The modernization will include the upgrading of pumping stations, rehabilitation of main and distribution canals, introduction of energy-efficient technologies, and improvement of water supply reliability.

More than 50 agricultural producers are expected to benefit directly from the project, including 43 users of the Tatarbunary irrigation system and 7 users of the Kiliia system. Stable irrigation will be ensured across tens of thousands of hectares of agricultural land. In the medium term, this will contribute to increased crop yields, greater production stability, higher farmers’ incomes, and strengthened competitiveness of the regional agricultural sector.

Against the backdrop of climate change, increasing drought frequency, and wartime risks affecting southern Ukraine, the restoration of irrigation infrastructure acquires both economic and security significance. It supports territorial resilience, preserves soil fertility, and mitigates land degradation processes.

Experts from the Institute of Danube Research emphasize that the Italian grant represents a practical example of European solidarity and multi-level cooperation within the Danube region. In their assessment, the modernization of irrigation systems in southern Odesa region should be viewed as part of a broader strategy of climate adaptation, sustainable water governance, and Ukraine’s integration into EU macro-regional initiatives.

According to the Institute, the next strategic step should involve the development of a long-term program for the recovery and digitalization of irrigation infrastructure in the Danube area, aligned with EU standards and based on the principles of sustainable water management and stakeholder participation.

Thus, the ratification of the grant agreement is not only a financial instrument for specific facilities, but also a signal of renewed international confidence in the agricultural and water-management infrastructure of southern Ukraine.
