Romania Launches Two Large-Scale Solar Energy Projects with International Financing

Two major solar power plants will be constructed in southern Romania with total investments exceeding €85 million. The projects are financed by the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), and Banca Comercială Română (BCR).

The EBRD and the EIB will each provide secured loans of up to €34 million, while BCR will contribute up to €17.5 million. The financing is allocated to Solar World SRL, RB Solar Energy SRL, and Energie Soleil SRL for the development, construction, and operation of the facilities.

The combined installed capacity will reach 189.7 MW. Once operational, the plants are expected to generate approximately 286.9 GWh of clean electricity annually, preventing around 118,600 tonnes of CO₂ emissions per year. A 65% controlling stake in the project companies is held by Norwegian renewable energy developer Scatec ASA, marking its entry into the Romanian market, while 35% belongs to Turkish engineering firm Defic Globe Energji AS.

Comment from the Institute of Danube Research
The projects align with EU decarbonization goals and reinforce Romania’s position as an emerging renewable energy hub in Southeast Europe.

“These investments strengthen Romania’s role in the regional green transition and contribute to the formation of a low-carbon energy corridor in the Lower Danube area. The involvement of major European financial institutions signals confidence in the region’s renewable energy potential and sets a benchmark for post-war energy modernization efforts across the broader Black Sea–Danube space.”
