Romania, Moldova and Ukraine sign MoU establishing a Cyber Alliance for Regional Resilience

Direcția Națională de Securitate Cibernetică (DNSC) announced the signing of a Memorandum of Understanding with Agenția pentru Securitate Cibernetică and the Рада національної безпеки і оборони України to establish a Cyber Alliance for Regional Resilience.
According to the official press release, the new alliance is designed as a strategic cooperation framework aimed at strengthening resilience against cyber and hybrid threats. It предусматриes knowledge sharing, coordinated responses to cross-border cyber incidents, harmonisation of security protocols, and mutual assistance mechanisms.
The MoU highlights the importance of leveraging Ukraine’s unique experience in countering large-scale cyber threats under conditions of full-scale war and integrating this practical expertise into regional collective resilience efforts.
The initiative was formally launched in July 2025 in Chernivtsi, where the three countries agreed to deepen coordination and institutionalise joint response mechanisms to evolving cyber and hybrid challenges. According to DNSC, the alliance marks the beginning of a new regional architecture of cyber resilience in Europe.
Comment by the Institute of Danube Research
IDR experts emphasise that the memorandum has systemic significance for the security configuration of the Danube–Black Sea region. The trilateral Cyber Alliance institutionalises a horizontal model of cooperation among states on Europe’s eastern flank facing intensified hybrid threats. Importantly, Ukraine acts not only as a beneficiary of support but as a provider of practical expertise that determines the evolution of regional cybersecurity standards.
In the strategic perspective, the alliance may serve as a platform for closer alignment with EU cybersecurity mechanisms and deeper integration into the common European digital security space.
